Malta Announces Addition of Storage Industry Veteran Jin Noh to Direct Business Development & Policy

Noh’s addition is part of a sustained talent buildout
executed as the storage industry leader scales to support corporate expansion
and project execution in North America and Europe. In this newly created
position, Noh is responsible for growing Malta’s business in California and
other markets through the development of policy and by establishing
relationships with key stakeholders including utilities, state and local
regulators, policy makers, service providers, industrial customers, and other
trade allies.
Noh joins Malta with 10 years of policy and analyst experience in the utility, regulatory, and technology industries, including prior work with energy storage advocacy and consulting groups. Noh most recently served as Interim Executive Director and Policy Director at the California Energy Storage Alliance (CESA). In these roles, he led regulatory affairs for the CESA and developed policy positions for member companies related to demand response, interconnection, storage valuation, procurement, and planning.
While at CESA, among other accomplishments, Noh advocated for the successful passage of AB 205 to allocate $140M in the LDES Program at the California Energy Commission (CEC) and shaped the design of subsequent programs to address commercialization barriers. Noh also helped drive the adoption of a historic new clean energy resource procurement order in 2021, which included a first-of-its-kind directive to procure 1,000 MW of long-duration energy storage by 2028.

In addition to his role at CESA, Noh spent more than seven years at Strategen, rising to Director where he consulted technology and developer companies on assessing storage markets to identify best product-market fit, created market scaling strategies, and identified location-specific grid needs. Among his achievements, Noh catalyzed the launch of the Vehicle-Grid Integration Council (VGIC) and led the formation of this organization to support electric vehicle OEMs and charging companies in advancing the role of vehicle-grid integration.
Noh also has extensive expert consulting experience on clean energy issues and strategies, including with the U.S. Department of Energy (DOE) and New York State Energy Research and Development Authority (NYSERDA). He served as a consultant with Sonoma Clean Power, where he identified and assessed best-practice energy storage procurement strategies for load-serving entities.
Noh holds a Master of Public Policy with a focus on Energy Policy from the University of California, Berkeley and a bachelor’s degree in public policy studies and economics from Duke University.
